A Full Professor at the Civil Law Section of the University of Ottawa, Pascale Fournier is also the Founding Director of the Observatory on Human Rights at the United Nations, a role from which she articulates a strategic vision of law and legal education across disciplines, while remaining grounded in the realities of the field.
Drawing on her international experience, her aim is clear: to build bridges between academia, the government and private sectors, community organizations and the network of major international institutions, in order to democratize human rights locally and globally.
Holder of a Doctor of Laws from Harvard University, this remarkable lawyer has delivered more than 120 lectures across Europe, the Middle East, Central America and North America, while teaching law at the State University of Haiti, the University for Peace in Costa Rica and the Women's Studies and Research Institute in Iran. She has also served as an expert for the United Nations Development Programme and as an expert witness in several court proceedings in Canada and the United States.

PROJECTS AND INITIATIVES
Human Rights
As Founding Director of the Observatory on Human Rights at the United Nations, Pascale Fournier and her team have built a singular leadership space at the intersection of academia, United Nations bodies and a range of professional communities. The Pilots and Collaborators take on an active mentorship role, welcoming the cohort of Leaders into their own networks, while these students produce scholarly reports in support of the work of the treaty bodies, which they present in Geneva. The initiative extends a career-long commitment: as holder of the Research Chair in Legal Pluralism and Comparative Law, she has conducted fieldwork with Jewish and Muslim women in Canada, Europe and the Middle East, advised the United Nations Development Programme on the relationship between Islamic law and gender equality, and served as a Commissioner with the Quebec Human Rights and Youth Rights Commission.
Democratization of Knowledge
Convinced that legal knowledge is only worth what it reaches, Pascale Fournier has authored two books and 85 scholarly publications, and delivered more than 120 lectures across Europe, the Middle East, Central America and North America. She has trained judges extensively for the National Judicial Institute, taken part in podcasts on judicial ethics and leadership, and published opinion pieces in La Presse, the Ottawa Citizen and the New York Times. This commitment to sharing knowledge has earned her the University of Ottawa President's Award for Excellence in Media Relations, as well as teaching awards in Ottawa and at the State University of Haiti.
Francophonie
For Pascale Fournier, French is not merely a language of heritage: it is a language of law, diplomacy and power. Within the Observatory, she created a Francophonie Committee bringing together political scientists and international judges, which examines the Francophonie's capacity to carry a strong political ambition on human rights and advocates for multilingualism within major international institutions. In March 2026, marking International Francophonie Day, she co-signed an op-ed published in La Presse in that capacity. That same year, the Group of Francophone Ambassadors in Ottawa awarded her its "Francophone Personality" prize, in recognition of an exceptional commitment to advancing the French language and Francophone values on the world stage.
